Click on the button to change the height of the Silverlight plugin represented by the blue rectangle below. With Safari 3 on Windows and old versions of Chrome, you would wait until the cows came home unless you moved the mouse outside the blue rectangle. At least that's how things worked with Silverlight 2. This issue appears to be history now with newer versions of Silverlight, Safari, and Chrome. Opera has a different problem: the first click of the button is ignored!
